The Council, at its 41st Session, decided to approve a revised procedure for attendance at and participation in Cospas-Sarsat meetings.

In accordance with the provision of the Cospas-Sarsat Programme Management Policy (document C/S P.011), delegations attending Cospas-Sarsat meetings shall be established as follows:

ACCREDITATION PROCEDURE
For Council meetings: Heads of Delegations must be accredited by a letter from the official Representative of the Cospas-Sarsat Participant sent to the Head of the Secretariat prior to the meeting. This signed letter can be forwarded by normal mail, as facsimile message or in a PDF attachment to an email message. Accreditations can be valid for several Council sessions or for a single session. The duration of the accreditation shall be specified in the letter. If an accreditation ceases to be valid, a new accreditation shall be sent as described above.

For Joint Committee meetings and the other subsidiary organs of the Council (e.g. Task Groups and Experts’ Working Groups): the accreditation of the Head of Delegation shall be sent to the Head of Secretariat by the official Representative of the Cospas-Sarsat Participant, before the meeting, as described above. Alternatively, the Head of a Participant’s delegation to the Joint Committee or other subsidiary organs of the Council may be accredited by a letter from the Head of Delegation to the Council.
NOTIFICATION OF ATTENDANCE TO A MEETING
The list of delegates/advisers in each delegation must be provided in writing (letter, facsimile or email) to the Cospas-Sarsat Secretariat by either the official Representative of the Participant or the accredited Head of Delegation for the meeting.

Document C/S P.010 "List of States and Organizations Associated with the Cospas-Sarsat Programme" provides the names of designated  agencies, and their representatives, for all participating countries/organisations in the Programme.

Sample letters for accreditation of Heads of Delegations are available in Word format [Council Sessions Sample Letter / Other Meetings Sample Letter]. Please make sure to include delegate’s full name and agency/organisation represented.
Further information on attendance at and participation in Cospas-Sarsat meetings can be found in document C/S P.011 “Cospas-Sarsat Programme Management Policy”.
